Theo holds a BSc in Planning from the North West University (Potchefstroom) which he attained in 1979. He is a seasoned town and regional planner with 37 years of experience. He is a member of SACPLAN and SAPI, having been registered as a professional planner since 1985

He has adequate public sector experience having worked for a period of eight years (initially as a town planner, senior town planner and deputy director). His 29 years of experience in the private sector was done through his involvement as a town and regional planning consultant for various companies for which he was a director and shareholder.

He has been a lead person in the development and execution of key projects both nationally and internationally. Key amongst them are the Limpopo SDF, compilation and review of SDFs and land use management schemes, township establishments and development of precinct plans. Theo has also performed extensive town and regional planning work in Botswana and the Democratic Republic of Congo.
